Popcorn.exec fires more than once per binding

Reported by boaz (at bocoup) | December 24th, 2010 @ 12:56 PM | in 0.2 release

Calling popcorn.exec(time, function) should result firing of the function passed in once, at the time it was passed in.

Sometimes, the function passed in fires more than once.
