Implement system for supporting custom event type hooks

Based on discussion around the need to support a customized "canplaythrough" event that is guaranteed to fire once and only once when the readyState is newly set to HAVE_ENOUGH_DATA for the first time (and not again for the lifecycle of the media element). I drafted this proposal:


Identical to "canplaythrough", with the exception that it is dispatched only once


EventName: 
    canplayall  

Interface: 
    Event   

Dispatched when...
    The user agent estimates that if playback were to be started now, the media 
    resource could be rendered at the current playback rate all the way to its 
    end without having to stop for further buffering.   

Preconditions:
    readyState is newly equal to HAVE_ENOUGH_DATA for the first time.

Based on this, it has been agreed that Popcorn.js should offer a generic abstraction mechanism for writing custom media events.
