Allow framerate to be set in plugin options

As discussed in tickets #118 and #413 , it would be great for authors to be able to use standard SMPTE time strings. The trouble of course is knowing what the frame rate of the video file is.

IN #413, Popcorn.util.toSeconds() allowed authors to specify the framerate for EVERY in/out, ie end: "40:23 4/12" but this seems cumbersome.

Could we allow for an author to set a framerate by defining it in the plugin options, eg framerate: 12 ?
