table of contents or chapters plugin

I have use for a plugin or feature in popcorn that would allow me to input metadata on different sections of a video that describe a certain block of time in the video so that in a separate panel I could click on one of a list of sections and have the video seek to that position and start playing.

Similar to the idea of chapters on a dvd where I can have a "table of contents" and click on a 'chapter' and have it start playing.

The use case is for a user who has 5 minutes to quickly view one piece of a video that may be an hour long video about some set of topics but the user just wants to see one specific topic from the video and be able to access it quickly and then leave and come back later to watch other pieces of the video. Or be able to search for specific tasks someone and have the metadata be searchable and the results could send the user to minute 15 of a 60 minute video and play for 4 minutes for example. This would create a way for video contents to be searchable for a project I will be working on.

Spoke to Jon briefly to see if this already existed and he said he didn't think a plugin for this did yet.
